A: If the mlitary that is testing has a country, which stretches over 11 time zones and is neighbouring no man's continents like Antarctica, you can do it with ease. Just open your atlas and compare Russia's length to the Paciffic ocean. Also, they tested it short range for precision and stability of the submarine, which its fired from. It is very legit by any standards and it makes sense for Russia to be doing it.
