A: Yes, and No... in the S-3 Viking, EA-6B Prowler, and the UC-12 Huron , the NFO's are also trained Pilots, it really depends on the A/C... even in the single control A/C, they do indeed get "stick time"(usually in a trainer)... not licensed, but they do have to learn all the systems, as that is their job. Most do end up getting their Civilian Certification, however. The bug bit them, around MACH 1 or so...
