A: What do you mean by the term "minor"? Do you mean naturalized American Citizen? Or do you mean under 18 years old? In general, it depends, on what a person does while abroad. If an exaptraite applies for citizenship in a foreign country, serves in foreign armed forces, or demonstrates in some other way an affinity with a foreign government over the USA, that person can lose US Citizenship. This is especially true if their expat activites is engaged in in order to avoid paying US taxes. These are rules for all American Citizens but I suspect a naturalized citizen would be looked at much more colsely after repatriation after 15 years! In general born American Citizens do not lose citizenship easily but it is possible. Naturalized citizens not sure. Someone who is living abroad because their parents live there and they are a minor American Citizen does not lose citizenship based on their parents activities/choice of residence or citizenship.
